The developments related to the dutch motorway system are under surveillance of national authorities such as the Department of Traffic and Waterways, the Department for Motorway Design and the National Building Department. It has caught our attention that in these plans the existing motorway service areas remain more or less outside consideration, whereas it is exactly these blind spots which have a huge potential for unorthodox solutions in urban planning: when observing the locations of the current motorway service areas it is noticeable that they are invariably located in a beautiful location, with views over the countryside, while being directly connected via exits to the motorway. With an intervention at these places one could tackle various tasks in one go while making use of the unique potentials that the crossing of these two contrary elements offers. There are literally more than a hundred of such motorway service areas in the Netherlands, the most with gas stations and shops, some with road houses, some also function only as parking site with sanitary facilities. The stations are operated by a number of different energy suppliers.

Scale-free network of connected service areas

Our point of departure is: suppose that we see the motorway service areas as interlinked hubs in a national scale-free network of more of such hubs which are all docked onto the motorway system - what are then the planning possibilities of these areas? The applied principle of the scale free network describes a hybrid of a non-hierarchical grid and a centralized model: Connections are bundled via hubs with a high degree of connections, at the same time there are many connections between small junctions with an inferior degree, a good example would be the network structure of the Internet. Our working hypothesis is that if we develop the motorway service areas as small communities we can significantly improve the scenic qualities of the dutch landscape.
